REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES FOR THE AUDIT OF RESETTLEMENT ACTION PLAN (RAP) IMPLEMENTATION

The Federal Government of Nigeria has secured a loan from the African Development Bank towards Ekiti Knowledge Zone Project (EKZ). The project site is located between Ago Araromi in Ado Local Government Area and Ijan Ekiti in Gbonyin Local Government Area in Ekiti State. The Project intends to apply a portion of the loan on the consultancy services for the Audit of the Resettlement Action Plan (RAP) Implementation in all the settlements along the project area.

The overall objective of the Audit is to assess the level of compliance of the project with the RAP of the project; the applicable national involuntary resettlement legislations, regulations, norms, standards, and procedures and identify non-compliance and shortcomings, and the direct and root-causes of such non-performance.

The audit will also (i) identify gaps between the applicable national involuntary resettlement legislations, regulations, norms, standards, and procedures in the RAP implementation and the Operational Safeguard 5 (OS5) the African Development Bank and (ii) recommend corrective actions which may include a costed, accessible and culturally appropriate Grievance Redress Mechanism.

The firm is to review all existing project documents but not limited to the Environmental and Social Assessment report and the Resettlement Action Plan.

The Ekiti State Development and Investment Promotion Agency (EKDIPA), the Implementing Agency, now invites eligible individual consultants and consulting firms to indicate their interest to provide the services of a RAP Auditor to ensure that Project Affected Persons, who will be affected by the implementation of the project, are adequately compensated for their assets and/or loss of economic benefit derivable from the project area.
